Roger, you are right. We want to make HCVs universal so everyone eligible can get a voucher. Right now, focus is on getting the program fully funded each year. Making it a mandatory program would be ideal then funding would be guaranteed each year, but that is also much heavier lift in Congress. We'll have to see how negotiations play out the next few months.
