I had a client who was facing an eviction in December and we followed the moratorium guidelines and the judge decided not to follow it. We never got an answer as to why he didn't follow it unfortunately.

I thought from what I learned from Columbus City Council program discussion, that the landlord gets the funds directly if they will accept it. If not, it goes to the renter to hold in escrow for back rent.
