I had a client who was facing an eviction in December and we followed the moratorium guidelines and the judge decided not to follow it. We never got an answer as to why he didn't follow it unfortunately.

Are criteria for receipt of financial rental assistance set by Feds, or locally determined.? Do you have to prove your loss of income is directly COVID related?

Is there eligibility for landlords to get compensated for unpaid back rent even if tenant is gone?

I thought from what I learned from Columbus City Council program discussion, that the landlord gets the funds directly if they will accept it. If not, it goes to the renter to hold in escrow for back rent.

yep, that was what I was trying to say -- as long as landlords participate, emergency rental assistance $$ for back rent goes right to them
