we met with Senator Padilla’s staff Yesterday. they are interested in Sen. Brown’s reactions before reaching across out . They also said the senate is a pretty cohesive unit in that there are only 100 senators and folks know each other - and there is a hierarchy so not reaching out th=o senator Shummner until they speak to Senator Brown.

The Research & Development tax credit allows companies to deduct the cost of research and development. It is a high priority for Republicans to continue that tax break. The CTC is a high priority for Democrats. So Democrats are trying to say that they will vote for the R&D if Republicans vote for the CTC.
